A message from J.V. Johnston

Greetings District 5:

At Thursday’s media briefing, the City announced plans to utilize the former Park Elementary School (one of 6 schools closed by Wichita Public Schools at the end of the semester) at 1025 North Main Street as the new Multi-Agency Center (MAC) to help achieve our goal of functional zero homelessness in the community. Addressing the increase in the City’s homeless population is the No. 1 issue in District 5 as homeless encampments have spread from the downtown core to west Wichita.

Please join me this afternoon (Saturday, June 8) from 2 to 4 pm for the MAC Community Open House at the Advanced Learning Library in downtown Wichita. This come-and-go event is an opportunity for residents to meet their Council Members and learn more about the City intends to use this facility for the 2024-2025 Emergency Winter Shelter.

At Tuesday’s workshop, the 2026 City Budget was our focus, and City staff illustrated the magnitude of the kinds of financial issues the City will be dealing with. We’re facing a $55 million deficit from 2026 through 2028. It’s prudent to plan ahead and find ways to address this issue to avoid any layoffs in public safety. I did NOT advocate for cutting 42 firefighter positions. I want us to look at all options to make sure we have a balanced budget. Tuesday’s workshop was the first time we saw numbers and options to reduce expenses to balance the budget. Watch the budget meeting here.

The Wichita Budget Simulator for the 2026 City budget gives residents the opportunity to identify which services they prioritize the most while keeping in mind there’s a projected $13 million deficit in 2026. Not every department nor budget line-item is included in the simulator, but this budgeting tool does provide concepts that are likely to come before me and City Council members for consideration.

The Wichita Area Metropolitan Planning Organization (WAMPO) provides a roadmap for 22 cities and 3 counties to carry out their transportation planning process. Developing long-term goals for Wichita city streets or dirt roads in Sedgwick County requires decision-making that supports improved mobility and access for residents. We need your input! Take the Metropolitan Transportation Plan 2050 Survey and share which forms of transportation you use and weigh in on regional transit service concepts. Survey deadline is June 30.

Sunflower Summer means free admission for your family!

Kansas Tourism is again offering free admission to Kansas families with school-aged children at museums, zoos and cultural attractions around Kansas through the Sunflower Summer Program. Download the app and you’ll have access to more than 220 attractions, including Exploration Place, Sedgwick County Zoo, Wichita Art Museum, and Botanica. Search by location or by category once you create an account on the app. And Sunflower Summer isn’t just for parents or legal guardians—grandparents may register grandchildren on their account to receive free admission.

Legal notices in the Wichita Eagle discussed at Monday’s DAB 5 meeting

At Monday night’s District 5 Advisory Board (DAB 5) meeting, representatives from the City’s Legal Department and Communications Team gave a presentation about legal notices, which are printed by McClatchy in the Wichita Eagle. DAB 5 members and residents in attendance were able to ask questions about the requirements of legal notices and give their feedback. At the June 18 City Council meeting, we will vote on whether to keep publishing the City’s legal notices in the Eagle or designate the City’s website as the “newspaper of record” and only post legal notices online.

Relax and swim all summer long at Harvest Pool with a City Pool membership. For a family of four, a season pass is $200 with $30 for each additional family member. If you swim solo, individual memberships are $70. And your membership is good at all City swimming pools, including Minisa and College Hill.

The City’s Information Technology team continues to work diligently to get more public-facing systems, including customer water billing, back in service as quickly as possible. 

Some external vendor systems, such as Park & Recreation’s summer programming, have already come back online sooner than others. We expect other City systems to go back into service on a rolling basis so we appreciate residents’ patience and understanding that restoring all systems will be more of a process than an event. Systems will only come back into service once they have been thoroughly vetted and tested.

Wichita Bicycle and Pedestrian Advisory Board Meeting

The next Wichita Bicycle and Pedestrian Advisory Board is scheduled for 5:30 pm, Monday, June 10, 2024 at the Wichita Transit, 777 E. Waterman, bldg.200. The meeting will include the following items:

  • Bicycle Plan Steering Committee
  • Bicycle and Pedestrian Facility Changes Related to K-96 Expansion
  • Project Tracking Update

Members of the public are welcome and encouraged to attend. This board meeting is an opportunity to provide input; and learn about bicycling and walking-related projects, programs, and policies.

Cyber Security Incident Update

City of Wichita is still working to restore full functionality after a cyber security incident that occurred on May 5th.

Systems will only come back into service once they have been thoroughly vetted and tested.

What’s Important:

  • Some external vendor systems have already come back online sooner than others.
  • We expect other City systems to go back into service on a rolling basis.
  • IT is continuing to work diligently to get customer water billing back in service as quickly as possible, but as of right now it is still offline. 
  • Online registration for Park & Recreation summer activities has been restored. Residents can sign up for all athletic leagues, aquatic programs, summer camps, classes, and rent swimming pools online.
  • Golf Wichita online functionality has been restored, including the ability to accept credit cards online and at all golf courses.
