MOMBASA PORT: POSSIBLE DELAYS IN CLEARANCE TIMES

The Kenyan Revenue Authority has recently introduced a new computerised system, SIMBA, for cargo clearance in the Port of Mombasa.

It was introduced on the 1st July 2005.

The system requires all clearance Agents to have connectivity to the system along with training and a specific password to enter the system.

It is now clear that not all the clearing Agents have access to the system and there is a feeling among the Agents that the system has been pushed through without their full consultation. They also feel that the previous system, BOFFIN, should have run in tandem with SIMBA, allowing a transitional period for the Agents to switch to the new system.

To this end, the Agents have challenged the introduction of the new system in the High Court in Nairobi.

At present there appears to be a backlog of traffic at the Port and the Kenyan Revenue Authority have responded by switching to a 24 hour, 7 day working schedule to ease congestion.

With any planned importations through the Port of Mombasa these circumstances should be taken into consideration.
